Welcome to Transportation Planning

The goals and objectives of transportation planning in Indiana County are to improve mobility for all County residents and visitors in a manner that provides a choice of travel modes, increases safety, reduces pollution, improves health, and enhances livable communities.

Indiana County Office of Planning and Development (ICOPD) staff develops and participates in local and regional planning efforts and projects to improve the mobility of people and goods in Indiana County. Staff also monitors the condition of the transportation network and recommends improvements.

Planning Partners

The Office of Planning and Development has forged strong partnerships with municipal governments, the Pennsylvania Department of Transportation (PennDOT District 10), the Southwestern Pennsylvania Commission, the Route 119 Improvement Committee, adjacent counties, and citizen/community groups, including the Indiana County Public Participation Panel. All participants work in a cooperative effort to accomplish the goals and objectives for transportation planning.

The Southwestern Pennsylvania Commission (SPC) is the regional planning agency serving 10 counties in southwestern Pennsylvania and the City of Pittsburgh. As the official Metropolitan Planning Organization (MPO), SPC directs the use of all state and federal transportation funds allocated to the region, which includes Indiana County.

Public Input

As one means of receiving valuable public input into the transportation planning process, SPC maintains Public Participation Panels (PPP) for each county in its transportation planning region. Members of the Indiana County Public Participation Panel, appointed for 2 year terms by the Indiana County Commissioners and represent the population of the County with regard to age, income, ethnicity, special needs, and special interests. PPP meetings are public and are an important tool for community input. In general, this Panel meets when major transportation planning documents such as the; Long Range Plan or Transportation Improvement Program. Scheduled meetings are listed on our Meetings Calendar and are advertised in your local newspaper.
