Form-Based Code Project

Project Overview:

In December of 2014, Clymer Borough, located in Indiana County Pennsylvania, adopted a zoning ordinance.  Later, in June of 2016, elected officials approved a partial comprehensive plan update entitled ThinkClymer2035.  While the adoption of a zoning ordinance and plan update is a good thing, it is not what made these projects unique.  What made them unique, was that the newly adopted land-use ordinance employed a “form-based” approach and heavy public involvement components.  Form-Based Codes (FBCs) represent a new and emerging trend in planning nationwide, but still relatively rare in Pennsylvania.  As such, Clymer is one of only a handful of communities that have adopted this type of land-use control in the Commonwealth, and is distinct among this small group as one of the smallest, most rural communities that has embraced this new approach.

 

The projects were funded through PA Department of Community and Economic Development, Municipal Assistance Program and matching contributions from the project partners.
